    Guiding Principles

  • A child's developmental potential is influenced prenatally, in infancy and in early childhood and may significantly impact the level of adult achievement.
  • Healthy childhood development benefits the community and therefore should be a priority of the community.
  • A healthy family is a collection of people related by birth, marriage, adoption or personal ties who take responsibility for the child and provide support in a loving, nurturing environment.
  • Strong families are crucial to a child's healthy development.
  • Family responsibility should be encouraged and supported.
  • Inclusion of all Calaveras communities, including all income levels, geographic regions, ethnic, linguistic and cultural populations and individuals or groups with special needs should be promoted in commission activities, programs and services.

FIRST 5 CALAVERAS HAS RECEIVED THE FOLLOWING QUESTIONS REGARDING THE SOLICITATION OF APPLICATIONS:

Question:

I am seeking clarification on the Play Groups.  The application form indicates: “Play Groups $4,000 each (up to 3 groups)”.  Does that mean 3 different agencies or programs can apply for $4,000, or funding is $4,000 for each Play Group up to 3 play groups?

Answer: First 5 Calaveras  will fund three Play Groups at $4,000 each (total $12,000). The Play Groups may all be under one agency or may be under separate agencies. So, an entity may apply for one, two, or three Play Groups.

FIRST 5 CALAVERAS HAS RECEIVED THE FOLLOWING QUESTIONS REGARDING THE SOLICITATION OF APPLICATIONS:

Question:

Would it be possible to fund a TK teacher? If so, how would we proceed?

Answer:  As per the Budget Sheets, “salaries” is an allowable expense.  The position must fit in accordance with one of the Program Funding Areas listed in the Application Guidelines and not supplant other funding. Please proceed per directions in the specific funding application.

FIRST 5 CALAVERAS HAS RECEIVED THE FOLLOWING QUESTIONS REGARDING THE SOLICITATION OF APPLICATIONS:

Question 1:

On page 10 of the application it asks “Has your organization provided any of the following services in Calaveras County in the last year with any type of funding:”. The Resource Connection has five different programs including the Food Bank; am I to answer this question as it pertains to The Resource Connection as a whole or only to the Food Bank?

Answer: Please answer according to the specific program that is applying for the funding. You make reference regarding the agency as a whole as a side note. 

Question 2:

Is the funding available to use for Transitional Kindergarten (TK) classrooms?

Answer:  Yes.

SOLICITATION OF APPLICATIONS - Thursday, March 30, 2017

First 5 Calaveras has completed their Strategic Plan for 2017 – 2022 and is announcing a Solicitation of Applications for grant funding for specific services in Calaveras County.  Services are to begin on July 1, 2017 and continue for up to three fiscal years, through June 30, 2020, with the intent to renew, after review, for two additional years.

Funding is targeted to provide services for children ages 0-5 years old, parents, caregivers, educators, and providers of children 0- 5 years old, and  pregnant women.

The identified services are:

STRONG FAMILIES

            (Healthy Social-Emotional Development, Playgroups, Home Visiting)

LEARNING & READY FOR SCHOOL

            (Kindergarten Readiness, Early Literacy, Quality Improvement System Support)

HEALTHY CHILDREN

                  (Oral Health, Nutrition, Healthy Foods, Preschool Gardens, Physical Activities)

 

The total amount of funding will not exceed $294,000 in the first year, with an annual increase not to exceed 2% and is broken down to the following areas:

Early Literacy Program $20,000            

Healthy Foods & Nutrition Program $32,000

Healthy Social-Emotional Development Program $20,000                             

Home Visiting Program $35,000

Kindergarten Readiness Programs $10,000 each (up to 3 groups)

Oral Health Program $75,000

Physical Activity Program $20,000

Play Groups $4,000 each (up to 3 groups)      

Preschool Nutritional Gardens Program $20,000

Quality Improvement System Support (QIS) $10,000                        

Safety & Social-Emotional Support Program $20,000

WHERE TO SUBMIT APPLICATIONS:

Question:

Can the applications be submitted electronically with a hard copy to follow in the mail? If yes, who are they to be emailed to?

Answer:  In order to be considered complete, an application packet must include:

  1. Application Cover Sheet, signed by the organization’s director or other authorized signatory.  CLARIFICATION: **WET SIGNATURE REQUIRED**

  2. Application Form

  3. Completed Budgets , showing three (3) separate years (using templates provided)

 

Applications must be received no later than Thursday MAY 4, 2017 by 3:00 P.M.

Any late applications will not be considered and will be returned unopened.
